Martin Luby

Martin Luby is an associate professor in the School of Public Service at DePaul University.  He also holds an appointment as a visiting senior fellow at the University of Illinois Institute of Government and Public Affairs.  Prior to DePaul, Luby held faculty positions at Ohio State University, the University of Illinois at Chicago and Indiana University.

Luby's teaching and research broadly focuses on public finance with an emphasis in public financial management.  Much of his research has focused on the municipal securities market and the use of debt finance by state and local governments.  His research has appeared in the National Tax Journal, Public Budgeting & Finance, Public Finance Review, Journal of Public Budgeting, Accounting & Financial Management, Municipal Finance Journal, Government Finance Review, Public Works Management & Policy, Journal of Government Financial Management, State and Local Government Review, and the Journal of Public Administration Research and Theory.  Luby is also the co-author of the book State and Local Financial Instruments: Policy Changes and Management (Edward Elgar Publishing Ltd., 2014)

In addition to his research and teaching at DePaul, Luby recently served as a consultant to the Office of Inspector General for the United States Department of Transportation on their analyses related to public-private partnerships, the Task Force on the State Budget Crisis chaired by Former Federal Reserve Chairman Paul Volcker and former New York Lieutenant Governor Richard Ravitch, the Illinois Sports Facilities Authority, and the City of Chicago Office of the Chief Financial Officer. In July 2014, the City of Chicago named Luby its first and sole independent registered municipal advisor (IRMA) as part of the Dodd-Frank Acts regulation of municipal securities market.  In this role, Luby advises the city on all its financing proposals.  

Prior to his academic career, Luby spent 13 years in the public finance industry as an investment banker and financial advisor to state and local governments at Bear Stearns & Co. and Scott Balice Strategies where he helped advise, structure and price over $3 billion in financings for government entities throughout the United States.

Luby holds a Ph.D. in public affairs from Indiana University's School of Public and Environmental Affairs where he specialized in public finance and public management.
