Jay earned a Master’s Degree in
Public Administration from DePaul University in 2012. The School of Public Service allowed him to
learn valuable human resource, analytical, and administrative skills to help
strengthen his managerial capabilities.
Jay joined the FTA Region V
Office in July 2014 and currently serves as the Director, Office of Planning and Program Development. Jay oversees a
staff of ten Community Planners, Transportation Program Specialists, and
Environmental Protection Specialists responsible for all activities in the
regional office relating to the development and approval of capital, operating
and planning grants; the environmental process (NEPA) from concept to post
mitigation monitoring; and transportation planning activities.
Prior to joining the FTA, Jay
served as the Division Manager of Local Planning and Programs at Chicago’s
Regional Transportation Authority (RTA) since 2007. At the RTA, he was responsible for activities related to the development,
approval, management, and compliance of planning, operating, and capital grants
and directed the agency’s transit-oriented development (TOD) and implementation
activities. During his 23 year
career in public transportation, Jay has also worked at the Chicago TransitAuthority (CTA), Pace Suburban Bus Service, and TranSystems Corporation. Jay has a Bachelor’s Degree from Illinois
State University in Applied Geography. He
and his wife have a daughter and reside in the City of Chicago.
